## Everything arrives at once

At completion a project hands over operation and maintenance manuals, as-built drawings, test and commissioning records, warranties, certificates, asset data and training material.

It is the largest document set on the project and it is assembled last, often while completion is already contested. Discovering at that point that it needs translating is the standard failure, and it delays a completion certificate for reasons nobody planned for.

## Start during construction

Most handover content exists long before handover. Equipment manuals arrive with the equipment, certificates are issued as work is completed, and as-built drawings are marked up progressively.

## The operator needs a subset

The full set is a contractual deliverable. What the operator uses daily is much smaller: how to run the systems, how to maintain them, what to do when something fails, and who to call. Prioritising that subset for careful translation, and treating the archive as lower priority, matches spend to use. A perfectly translated warranty nobody opens is not worth more than an operating procedure someone reads weekly.

## Equipment manuals arrive as they arrive

Suppliers provide manuals in their own languages, and a project has limited influence over that after the fact.
